Murray, KY is known for being the friendliest small town in America, we actually received an award for it from Rand McNally in 2012. But in 2015-16, the Chamber, City of Murray, Small Business Development Center and many other partners set out to create an initiative that would make Murray the most "business friendly" community in the Commonwealth of Kentucky. This incorporated eleven community leaders/organizations (ranging from business owners, planning and development offices, city council members, and economic development professionals). After surveying businesses, holding two town hall discussions, and five (5) committee meetings, the group walked away with a plan and recommendations to make Murray more business friendly. One of those outcomes was for the City of Murray to undergo a value-stream mapping process to enhance business owner and/or developer experience with the City while eliminating unnecessary waste in the process.
